Does Steve know what he wants to do?

I've seen Steve make comment to the city council on the TV several times. According to the city website he is on the Emergency Planning Commission. I think he was one of the many who applied for the vacant city council seat that Bob Vogt got. He's now signed up to run for council and I see from the city agendas that he has also applied to be a planning commisioner. He's put his name in for 4 positions so far!
My question is: does he really know what he wants to do? The comments to council that I have seen have been so pointless that it makes me think he just wants to be be present.
Has he accomplished anything to speak of on the Emergency Commission? Based on what I've seen I think Steve just needs to stay on the Emergency Planning Commission and actually accomplish something there to prove himself before he goes chasing after other titles.
